Spurs chasing young Santander midfielder

This was a blurb on Sky Sports ticker and at Football365.com involving Spurs and Liverpool in a race to sign this 23 year old Isreali midfielder. If anyone sees anything else about this whole deal throw it in this thread please! Here is his Santander bio:

Yeah, I remember this guy has been linked to us a couple of times over the past few months. Can't remember where the articles are though.

He only joined Racing a year or two ago, so he must still be under contract and therefore would cost money. I've not seen him play, or at least not that I can remember, so will have to reserve judgement.

I remember seeing this last year, and it being dragged up again because of Liverpool's reported interest.
