Check the two paragraphs at the bottom. Babelfish seems to say that Nelson Rodriguez (MLS VP) said MLS has a 60-mile geographical territory and Chivas will not be in LA. Or am I reading it wrong?
Las Chivas USA En Los Angeles, California, el vicepresidente ejecutivo de la Liga Mayor de Estados Unidos (MLS), Nelson Rodríguez, confirmó que los detalles para poner en marcha la franquicia Chivas USA siguen adelante; sin embargo descartó que la sede pueda ser Los Angeles, debido a las restricciones que hay a nivel operativo y a que el Galaxy no está dispuesto a compartir la plaza.
Rodríguez aclaró que no se trata de falta de cooperación de la liga, sino a que hay un reglamento y en él se establece que ninguna franquicia puede estar a menos de 60 millas de otra.

I was under the impression that a team or the league could institute the 60-mile rule to keep a team from entering a market if they chose to, but they could ignore it if they wanted to. It's a business decision, and I thought I had read a few days ago that the Galaxy would welcome Chivas to the HDC, if they were going to come.

Wow, Babelfish got something right w/o pure comedy ensuing...
Yes, the MLS VP (notice, this is an MLS exec speaking) rules out LA as a possibility. But like somebody stated above, I wouldn't be surprised that an exception could/will be made.

This is the gyst of what those two paragraphs say.
My opion: clear as mud. A terrible piece of puffery. The two paragraphs mention clarification and confirming details--but never really explains that clarification or details.

Well, I lived in Spain for quite a while, and it seems pretty clear that Los Angeles isn't willing to share the city with Chivas, and the league wasn't part of the problem in not bringing Chivas to LA. The league pointed to the rule that there is a 60 mile limit being the closest two teams can operate within one another. Aparently, I assume that AEG told them to forget about it, but it doesn't say so in the article.

In Los Angeles, California, the executive vice president of the U.S. "Premier" (loosely) League (MLS), Nelson Rodriguez, confirmed that the details to set in motion the franchise Chivas USA continues ahead; nevertheless he ruled out that the headquarters can be Los Angeles, due to the restrictions that there is to operating levels and that the Galaxy is not willing to share the plaza.
Rodriguez clarified that it was not a matter of lack of cooperation of the league, but that there is a regulation and in it is established that any franchise must not be less than 60 miles of one another.
(Sorry to double post, but I am a language geek)

Thank you! This just proves my point to many of my friends: speaking a language fluently and reading comprehension of the same language are not the same thing. :)
