Just a rumor from Football365.com but I like the way it's worded:

THE CAPI PHENOMENOM
Tottenham scouts have been in Spain tracking 26-year-old £2.5m Real Betis midfielder Capi, according to reports. Spurs are scouting the world in search of quality players as the Tottenham revolution starts to pick up momentum. The lightly dozing London giants are still in line to get Italian national coach Giovanni Trapattoni as their new coach, with Mark Hughes as assistant and there are even quiet whispers that Bolton midfielder Jay-Jay Okocha is waiting until Trapattoni confirms his commitment to the cause before admitting his attentions to join Spurs.

Capi is great in Championship Manager :D

He's also handy in real life, a skillfull attacking midfielder. But I severely doubt this is true, sounds like something plucked out of thin air! Apparently Betis turned down a 10 million bid from Chelsea 18 months ago, and according to this article he signed a contract 6 months after that which ties him to 2010 and has a buyout clause of 60 million. He's a local Betis lad as well.
