Only way I know is go to the FIFA site and choose your nationality as Brazilian. You need your RG additional to the passport. Not sure about a CPF.
Yes, a CPF is also required. Only way is to have friends do it for you as I have done. The second phase of ordering started today.
You mean if you don't have a CPF right ? I got one recently but kind of afraid of using it for tax reasons since I don't have or declare any Brazilian income. Another thing would be home address. Can you apply as a Brazilian but use an address outside of Brazil. I wouldn't see why not.

FIFA gave a date of feb 18th to make a judgement, depending on how it progresses. It probably is an idle threat to speed it up, but who knows.

Interesting to see all the Northeast sites performing very well in comparison to the Southeast and South, when looking at the % of overun. Even the 2 stadiums in the North performed a lot better.
