How about Iran? They lead with their religion, are totally militaristic, the key industry is oil exploitation. They have a 25% flat tax on corporations, and there is no capital gains tax. And here are the deal sealers:they hate homosexuals, abortion is very much restricted, and they have no pesky EPA to take care of air and water quality. Not quite 9-9-9, but seems plausible that Iran = US Conservatopia.
