I think this probably comes the closest to the W administration's way of thinking about WMDs. while we never found any WMDs, as you will recall, Saddam went out of his way to act like he had WMDs and was hiding them. moving them from place to place, always one step ahead of the weapons inspectors. now maybe he was just doing it to fuck with them (and the international community), but it sure seemed to send the message that he actually had something to hide.
