From a quick search online and not much research at that, it seems that "foreign" is meant in its simplest way: any non-turkish person. Rules put in place by the turkish federation, so i'm assuming it has to do with requiring teams to have a certain number of turkish players in the squad every time and thus improve the national team.

I think all they have is 5 non-Turkish nationals on the field at once but they will also assimilate some foreign players when asked. Shouldn't it be "running like turkeys with their heads cut off"?
