why not? he wont be playing in world cups but why not the qualifiers? Even if they are mathematically out of it teams usually still name their top squads to win some respect and Wales has a wealth of young talent that they might make a wcq in the next cycle and the more time the kids play together the more likely it is
It is a probabilistic approach. Over the next decade, how many summers will Bale be playing in international competitions? Two or three? Compare that to a top Italian, Spanish, English, or German player. They will play in all 10, assuming they are sufficient to team needs. So, Bale gets more rest and is more often available for when Wales is knocked out early. If Wales manages some success, he is no worse off than other young talents. But, over the decade, he will certainly get more rest and be more available than a comparable player from those other nations.
