Yes he did. The moment he resigned, he is no longer in the exercise of his functions in the Brazilian Federation. In the FIFA statutes refering to Excom members they must be in full exercise in their respectful associations of origin, otherwise they lose elegibility to exercise in the Excom (Only the president of the Excom, is not required to be in full exercise in the respectful association of origin). He only has to be replaced by CONMEBOL as one of their representatives within the FIFA Excom, process which hasn`t taken place yet, though.
No, this is not correct. See Chuck Blazer, still on FIFA Executive Committee also. And a number of the FIFA Executives are not also currently presidents of their national federations: see Senes Erzik, Hany Abo-Rida, Rafael Salguero, and others. Teixeira did not resign from FIFA. And he probably has no intention of doing so. Teixeira has so many job titles he could resign a few and still be in full exercise of half a dozen more. His letter of resignation was very specific about what job titles he was resigning from.
I never said that they must be presidents of their federations in order to be a part of the FIFA Excom. What I said is that they must be in full exercise in their respectful associations of origin. If Texeira resigned to all bond towards his association (CBF), he cannot be eligible of being a FIFA official any longer, unless of course, the next FIFA congress decides to promote him to a status of honorary member, in which case he may take part in future FIFA congress`s, but by no way, may vote, as only one vote may be casted by each FIFA member (or nation, if you don`t understand what FIFA membership means) .

I don`t know who she is, but as long as she is an official in her association of origin, and gets appointed by it, if CONCACAF decides to put her in the excom, she could become an excom official once the FIFA congress aproves her, for a 4 year term. I wonder who should she replace, Salguero or Blazer, as Hawit has his place secured being CONCACAF`s president, as a vicepresident in the excom. Btw, Honorary members in FIFA, can`t be part of the excom, and only participate within the FIFA congress in the debates, but can`t cast a vote. Anyhow, if CONMEBOL doesn`t appoint Texeira, he will no longer be a part of the excom. From now on, its not up to him to make the call.
More than the half of the guys on the ExCom are already honorary this or that. They hold no role outside of being on the FIFA Executive Committee. The FIFA Congress is for show and to hand out gifts and bribes for the few times their votes are needed, the Executive committee is where the real power is. If you want to doubt FIFA's own press releases, feel free to take it up with their media department.
