He suggested that police officers should have the power to escort louts to a cash machine to draw money to pay the fine. Mr Blair said anti-social behaviour, usually drink related, caused "offence and misery in too many towns and cities on too many Friday and Saturday nights". The plan for instant fines would be put to senior police officers at a Downing Street meeting on Monday. Because, obviously, a drunken yob will be able to remember his pin number. and, don't forget, Brooks is the one who Murdoch relied upon not to let the authorities find out about their illegal activities such as paying police officers.
