Well, Uruguay lost against Hungary, Austria, Yugoslavia, Soviet Union, Germany (3), Sweden(2), Brazil, Argentina, Netherlands(2), Denmark(2), Belgium, Italy. So they lost 6 matches against world cup winners.
Apart from the one time losses against Brazil and Argentina, they really don't like to play against European teams. ;)

Unless I am missing something they managed to win four matches against nations that won the WC at least once (Brazil x1, Argentina x1, France x1, England x1). Funnily none of these nations had won the WC at the time they lost to Uruguay.

But that doesn't mean their record is bad. Maybe I should try to analyze the records of all 8 different world cup winners against each other. But it's probably not very meaningful, because of the low number of matches.

As expected Brazil, Italy and Germany have the best records against other world cup winners and are also the only three teams to have an overall positive record against the other 7 teams.
Italy are the clear winners in this category. They only lost 3 out of 26 matches but won a whopping 13! It's like they don't care at all whether their opponent is a world class team or an ordinary team. On the one hand that's very cool and every world class team will fear them, on the other hand the minnows will probably prefer to play against them compared to Brazil or Germany.

    Notable stuff:
    - Every team has at least a positive record against one other wc winner
    - Every wc winning team has played every other wc winning team at least once
    - Argentina - Germany is the most played match up (6 times)
    - Argentina - Spain, Brazil - Germany, England - Italy and France - Spain are the least played match ups (1 time each)
    - So Uruguay are the only team to face each opponent at least 2 times
    - Despite having played by far the most world cup matches (which means on average they progressed the farthest in every wc), Brazil and Germany have the smallest percentage of matches against the other world cup winners.
    - Italian defenders always defend well, while English defenders are very scared of world class opponents
    - Spanish strikers fear world class defensive lines, while English strikers don't really care against what team they play

Please correct me, if you spot any mistakes.

I was recently recalling how cameroon, when they make the wc, often face an eventual finalist in the first round

    1982 - tie italy 1-1, champions
    1990 - beat argentina 1-0, finalists
    1994 - lose 3-0 to brazil, champions
***1998 - italy and chile advance from group and are eliminated by the 2 finalists, brazil and france
    2002 - lose 2-0 to germany, finalists
    2010 - lose 2-1 to Netherlands, finalists

While I'm one africa, might as well mention this... which u probably already know. Africa seems to have a single golden ticket...there is basically 1 african team in each world cup that raises above...this is mainly starting in the 80s where exactly one caf nation makes the knockout stage each year, but for historical interest ill include earlier qfrican adventures

Year (# of caf qualified teams) the big team and notes
1938 (1) egypt qualifies, caf does not exist yet
    1974 (1) zaire qualifies
    1978 (1) tunisia qualifies
1982 (2) an exception. Algeria win 2 matches but are famously eliminated due to a contrived result (also cameroon go undefeted by do not advance)
    1986 (2) morocco reach r16
    1990 (2) cameroon reach r8
    1994 (3) nigeria reach r16
    1998 (5) nigeria reach r16
    2002 (5) senegal reach r8
    2006 (5) ghana reach r16
    2010 (6) ghana reach r 8

the 2002 turkey wc side was the only one to face 3 asian teams in a world cup...they were china japan and south korea, with the turks winning all 3.

That same turkish side in 2002 also faced a concacaf side, an african side and a south american side twice. This remains the only side to play seven games in a world cup and not face a european side.

The semifinals of that world cup consisted of turkey, south korea and eventual finalists Germany and Brazil
The only other time turkey made a world cup was 1954, their group consisted of turkey, south korea and eventual finalists Germany and Hungary.

Mexico have been eliminated in the round of sixteen in every world cup since 1994 and in every occasion Germany played in the subsequent quarterfinal.

Iran have participated in three world cups, scoring exactly 2 goals in each of them.

Since their debut at the 1994 finals, Nigeria have faced Argentina in the group stage of every other world cup, losing everytime by a one goal margin.

The 36 years between argentina '78 and brazil '14 is the longest gap between world cups hosted by nations of the same confederation. The second longest will potentially belong to concacaf, a region which will wait at least 32 years between usa 1994 and the next world cup without a chosen host, 2026. (Unless qatar 2022 doesn't pan out)

The vote for the host of the 1994 world cup was the only one ever with 3 continents on the ballet, with the usa winning over Morocco and Brazil. This almost happened again for the 2006 world cup, but Brazil withdrew 3 days before leaving only the 2 candidates each from Europe and Africa.

Morocco have been on the ballet more than anyone else who have not been awarded a world cup; four times, no other nation in this category has even two. Morocco surpassed Argentina as the only nations to lose their first three attempts before Argentina won on the fourth try. Germany is the only other nation on the ballet 4 times, although two of them were at the same time '74 and '82, contested between Spain and Germany, party of a three at once voting procedure in 1966).

Of all the federations who bid on world cups from 1930-2006 and were on the ballet (excluding teams who withdraw obviously) only Morocco (94 98 06 10) and Canada (86) have yet to be awarded one. I count ussr (90) as russia. Also Colombia were awarded the 1986 world cup but withdrew for financial reasons, the only federation to have ever done so, this was the only ballet they were ever on.

The 2022 bid was the only ballet with 5 options. The 2018 ballet on the same day was the only occurrence of six nations on one ballet, though it included a pair of joint bids.

Fascinating stuff about Turkey and Mexico, these are the kind of fates that make the WC something so special.

By the way, I think you mean "ballot". Ballet is an artistic endeavor, although also associated with Millonarios of Colombia in footbal during the El Dorado years, referred to as "The ballet in blue" :)
