Do you mean academically or talentwise? The player they recruited from there is the younger brother of Mamadou Diouf, who just finished up at UConn and landed an MLS contract. I suspect that's the league where Charlie Davies played his high school ball, as well.
Maybe they're cousins. That rumor of him transferring is, of course, unconfirmed. And if he's still at PSU, he can't formally sign with Louisville (or any other school) and Louisville can't announce it till he actually signs.

Delgadillo is one I'm excited about, a forward who has a strong all-around skill set and is very comfortable playing with his back to goal. Rast knows better than me and talks first about him as a pure finisher, but I think he's pretty well rounded. Assuming he learns to be consistent over 90 minutes, he should be someone they can build their team around.

I've watched the De Anza academy play - their midfield and forward line are both very strong, and Delgadillo has benefited tremendously from a great style of play that is *very* different from the Santa Clara style. On the other hand, there is some truth to what Rast says: he is an excellent poacher in front of the goal - more than once I've seen him come up with a goal in the middle of a crowd in the box.
