For one thing, Bob Dole is nowhere near the "far right" of the 21st century GOP.

 

I give McCain a lot of shit because he is, and has always been, an opportunistic asshole, but at least he voted yes (along with 7 other Republicans). They needed only 5 more yes votes to get to 66.

 

Bob Dole actually supported the bill and showed up in an attempt to convince other Republicans to vote for it.
