The most serious contenders are: Locomotive, Legion, Phoenix, and Firebirds.
I usually don't engage in smack talk about these kinds of lists...but most of those names suuuuuuuck. The leading contenders are pretty good, though. I think "Locos" is very clever. It might be too clever, but I, personally, like it.
That's why I listed all the discussed names... Personally, I love the name Legion, but believe the name locomotive should be the name of the team because it has the most pros and least cons.

I always loved this logo. I hope Resurgens Atlanta FC plays that team, and Atlante, just for the hell of it.
Resurgens is a lot worse than Firebirds. Again, I wish the team was called Legion, I would love it if Phoenix could work, but I feel like the easiest name would Atlanta Locomotive FC. Everyone wins. Even the people who don't like it much, don't hate it. Firebirds sucks though, in my opinion. It's a crappy alternative to calling the team what people want to call it, Atlanta Phoenix. For me, if we want to go with the Phoenix, it's Atlanta Phoenix or a completely different theme. I think Atlas Atlanta, Apollo Atlanta, Atlanta Athletic, Atlanta Empire, and Atlanta Vanguard could become serious contenders. To sum up, despite my personal preference, the team should be called Atlanta Locomotive FC

Is this just your opinion, or did this list come from somewhere? Honest question . . . I'll take folks' word for the ATL / train connection. And if so, Locomotive has a weirdly nice ring to it. Atlanta Athletic also has a sexy bit of phoneticism going on. (Bonus Fact! Athletic is the name of my club team.) PS: Atlanta Olympic? Really? Howzabout the Atlanta IEDs instead? or the Atlanta ClusterIntercourses?
