linesmen are Not supposed to raise the flag until the ball has touched a player. Its the player who touches the ball that they consider for offside, not whoever was on the path but didnt get to touch the ball. What you're referring to are the older rules, they changed it back in 2006 i believe....it doesnt matter who was offside, as long as the person touching the ball was not offside.
