The real reason is money. Sky isn't too keen on having to show games of Dortmund reserves (or any other reserve team), and the clubs in the 2. Bundesliga aren't too keen on having to sell tickets for games against reserve teams. The "two teams from the same club can't play in the same division" thing is easily solved in the lower divisions (a reserve team is relegated automatically if their club's first team is relegated into the same league, and can't be promoted if the first team plays in the league directly above, even if it would be fine otherwise. And from a certain level on, multiple teams from the same club can play in the same division).

Since he is out of contract, FIFA transfer rules would allow him to register as soon as he turns 18. The Bundesliga may have other rules (similar to the MLS roster freeze date) that would prevent him from playing this season, though.

Liga. Fellow national team member Terrence Boyd helped Dortmund II gain promotion two years ago. His professional contract with Dortmund allows Junior to train with the first team if invited. The 1.65 meter diminutive Flores left an excellent impression. The Problem: Up until a week ago, Flores was still 17 yo, according to FIFA rules he is not allowed to be under contract with BVB until the end of his 18th year of life. If not in this one, then Flores should take his first steps in the second team next season.
