Yep, you can't have the possibility of having two teams from the same club playing in the same division.

The real reason is money. Sky isn't too keen on having to show games of Dortmund reserves (or any other reserve team), and the clubs in the 2. Bundesliga aren't too keen on having to sell tickets for games against reserve teams. The "two teams from the same club can't play in the same division" thing is easily solved in the lower divisions (a reserve team is relegated automatically if their club's first team is relegated into the same league, and can't be promoted if the first team plays in the league directly above, even if it would be fine otherwise. And from a certain level on, multiple teams from the same club can play in the same division).

Flores will participate in the winter camp with BVB II in Turkey and then return to the US until he turns 18 in April.

Any team. He cannot legally work in the country until he turns 18 because his parents live in the states.

Plus once he turns 18 he won't be eligible for registration until the summer window...correct?

Since he is out of contract, FIFA transfer rules would allow him to register as soon as he turns 18. The Bundesliga may have other rules (similar to the MLS roster freeze date) that would prevent him from playing this season, though.

Hopefully Junior's European career turns out to be more successful than the guy next to him. ;)

    Blog interview of Junior:

    http://twelfthyank.blogspot.com/201...howComment=1396275014289#c1203938155312533645

Junior will fly back next week to rejoin his team, Borussia Dortmund II, who currently play in the 3. Liga. Fellow national team member Terrence Boyd helped Dortmund II gain promotion two years ago. His professional contract with Dortmund allows Junior to train with the first team if invited. For now though, he’s happy to train and begin playing games with Dortmund II as well as the U19’s.

from this article from April 2. thanks to @Scotty for the tip
    http://www.spox.com/de/sport/fussba...-bvb-junior-flores-frankfurt-isaac-cofie.html

Borussia Dortmund: BVB's second team is fighting relegation in the 3. Liga, even if they have a 6-point cushion presently [currently 7 points]. Maybe coach David Wagner can use players that have "belonged" to BVB for a while, but weren't allowed to take part in the plans of the U23. Dortmund has been in agreement with the American Junior Flores for over a year now, the offensive midfielder played his first game for Dortmund's A-youth in a summer tournament thanks to special permission. The 1.65 meter diminutive Flores left an excellent impression.
The Problem: Up until a week ago, Flores was still 17 yo, according to FIFA rules he is not allowed to be under contract with BVB until the end of his 18th year of life. If not in this one, then Flores should take his first steps in the second team next season.

Does this mean until he becomes 19? Maybe the translation is wrong. The kid is small, just under 5.5 ft. tall.

No. When the 18th year of your life is over, you turn 18.
