Are you being asked to choose? If not, why not do both? In college, the limit is 20 hours of practices and games per week. If you are in HS, and you are doing less than 10 hours per week, I would suggest outside soccer training or at least SAQ. If you intend to pursue professional soccer, you should consider all your options. Maybe going to college isn't the best bet right out of high school. On the other hand, if you do well in HS academically and on the HS soccer team, colleges look to that as they want to make sure you have both the grades and the athletic talent.
Personally, I think you are already on the right track. Playing for as many teams as possible. When your young its vitally important to play as much as you can as long as you are taking care of your body. Plus, the more you play and the more leagues you play in... the more exposure you will get. As long as you are committed to improving and you are not waiting for someone to find you, you will be fine. You need to be working to become one of the best players in your league, then you can worry about getting scouted for a pro team. Put in the hard work and let the pieces fall in place.
