Ummm.... that article is a month old and talks about the Sounders targeting this player, NOT signing him.
It looks more like he had one fluke season two years ago. He had double the assists compared to his previous season (the first full season he played), and only had two last year. Chris averages 1 goal about every 10 games, and.his shots on goal to shots ratio looks atrocious. I don't see how that is a star player we should be jealous of. And unless he has something the stats don't show, I don't see how he is an upgrade on any of their current DPs.
One report I read said he was the bright spot on a terrible team last season which is why his numbers dropped.
As a big Bundesliga fan I'd rather roll the dice with someone I didn't know as well, than take Tiffert. Serviceable player and I'd be mildly enthused if the Fire signed him.
according to mlssoccer.com they are in "advance negotiations". But it is a step further then the Fire are with another signing :-/

Good pickup. He should serve your team much better than Ljungberg did. Not that Ljungberg was a steamer for you guys, but Flaco's contract doesn't run out until the end of 2014 season.
The Fire also looked at Dutch midfielder Gianluca Nijholt but this article claims that the player turned down a three year contract from the club citing an offer that wasn't high enough.
I know I have been against adding an old player, but if Del Piero is truly desperate, and the price was right, he might be a good add for the team. I would expect him to alternate with Fernandez, at the CAM spot, keeping both fresh, and giving us great depth up front. Of course, I know that DP money for someone who isn't a consistent starter is not the best move in the world, so a lot would depend on how low Del Piero is willing to go, as well as how fit he really is. i thought it was rumored we were placing a bid but he was off to Argentina?? On top of that i believe he also said "NY or LA" to top it off. Montreal was pushing to sign him as well and it didnt seem to pan out. But who knows.
Most articles I find that mention "NY or LA" are 3-4 months old. If he really wants to play, he is going to have to change his mindset away from that. The longer this drags on, them ore he might be open to Chicago. Especially since NY just made a move for a third DP, and are unlikely to move one, same goes for LA. Don't know much about the Argentina rumors, but their season starts on August 3, so I'm going to guess most teams there are wrapping up their dealings.
