FIFA will most likely use a combination of the FIFA world rankings and the performance in the last 2 World Cups again - so past performances (before 2002) are irrelevant, and qualification results only insofar they influence the current FIFA rankings. At WC 2006 the seeding depended on the last 2 WC performances (as Alex wrote) and the FIFA rankings of the last 3 years (equaly weighted). Furthermore the host was seeded. More information: link. I expect a similar seeding system this year.
