As for Vela's reasons, I think the incident is very personal, and related to his humiliation in 2011. When he trained with the NT, and then Chepo said he was never considered for the Gold Cup. Something definitely happened between Chepo and Vela before he left.

If Vela had been "officially" called up, FIFA would have forced him to comply. He just respectfully requested not be called, because he knew, he would have no option otherwise. It's not rocket science... just common sense.
