As football will never be played at a Commonwealth Games (on a side note Futsal is pushing quite hard to be included in 2018 or 2022), we have often had discussions about which team would be the strongest in the Commonwealth. So I worked on a Elo based ranking system to figure it out. Only matches played between Commonwealth countries count. Starting from December 1931 and the Statute of Westminster. Matches involving suspended countries don't count (so Fiji currently, previously Nigeria, Pakistan and Zimbabwe). Countries not directly historically connected to Britain (Cameroon, Mozambique, Rwanda) start to be included once they have signed up to the Commonwealth. Even though Zanzibar probably shouldn't be included they are still an associate member of CAF and play enough matches for me to include them. It takes about 30 matches before rankings should be treated as accurate. Former members of the Commonwealth are removed from the rankings once they have left (Ireland (Finished with 1591 points), Hong Kong (1637), Zimbabwe (1706)).
Anyway here's how the rankings stand as of the end of the current round of African World Cup qualify and the South Asian Championships. An * after the country means they have yet to play 30 matches and should be considered a provisional ranking only.

The 15th of October brings up some all Commonwealth match-ups, with Friendly internationals being played between:
#6 Canada (1831) vs #2 Australia (1979) in neutral London
    #13 Uganda (1731) vs #51* Rwanda (1457*) in Kampala
#14 Trinidad (1730) vs #7 New Zealand (1823) in Port Of Spain
