New England Revolution hosted the 2002 MLS Cup Final and also played against LA in that game. They sold out to the tune of ~60k. We would sell out.
Because that's not how it works in reality. They will need to have a plan in the can ready to go the moment they win the conference final. Scrambling to figure out a venue on Nov. 19 would be disastrous. Most likely they want to be selling tickets before the Quakes actually qualify, just like they are selling tickets now for an uncertain conference final.
Seems to be the way they're leaning reading the article. And the likely way it'll fall since Stanford would have to win out against both Oregon and Oregon State to host the Pac 12 title game (which isn't likely at this point). Which frankly of the non-Buck Shaw options is the only one that I find at all acceptable. San Francisco is kryptonite to us. Oakland is a shitty stadium for the sports it WAS designed for never mind soccer. And Spartan with it's extra narrow field and fake grass isn't really all that great of an option.
Oakland is already ruled out. The Raiders play the next day so they'll already have it in football config for the game. That and their field will be a mess by Dec 1. Not to mention it's too damn far from San Jose (which is also the problem of the SF stadiums).

I'm hoping that his annoying shenanigans this season, his mendacity, his obvious favoritism and his endless equivocation on a variety of issues will have finally demonstrated to the owners that he's unfit for his job. No, this is entirely the fault of MLS for adopting a Cup final venue rule this season that it had no intention of honoring if San Jose qualified. We can fault the Quakes for not moving faster on their stadium on its own terms, but the league's adoption of its everyone-but-San Jose rule was unforeseeable. The league should have waited to adopt this new rule until the Quakes new stadium opens and every league participant could be treated equitably.
The Quakes' coaches and players feel differently. They would vote overwhelmingly to play the final at Buck Shaw.

It hasn't been a baseball field for years. It's the best and only Soccer Specific Stadium in the bay area. Granted, it's still not good enough, but it has an excellent pitch that is reasonably large. The fans are extremely close to the action. In that regard it's great! But, doesn't have enough seats.The bathrooms are awful. The food concessions are weak. From that point of view, it blows. BUT, we haven't lost there since August of 2011. In that regard, it's the best stadium in the known universe. If we play at Stanferd, the amenities part will be great, but the pitch is too small, which does not help our game. If we play at Spartan, the pitch is even smaller. I wish there were a better option, but there isn't. GO QUAKES!! - Mark

It should also be pointed out that the headline in the OP is not actually a quote of anything Garber said. The strongest statement that he actually said is “We have made the decision that we would like to move the game out of the stadium . . ." Which is pretty strong, but is not an unequivocal ruling out of Buck Shaw if none of the other options work out.
As ridiculous as is seems, the venue for a potential MLS Cup hosted by the Earthquakes depends on the results for the Stanford football (throwball) team. If Stanford beats Oregon State on November 10th and Oregon on November 17th, then Stanford Stadium is surely out as a potential host, and a Bay Area MLS Cup would be at Spartan Stadium. What happens if Stanford Football wins at home this Saturday (and the Quakes are still alive in the MLS Cup playoffs)? Can the FO wait until the result of the football game on November 17th and root against Stanford vs. Oregon so that Stanford Stadium can host a potential MLS Cup? Or do they have to pull the pin and announce Spartan Stadium as the potential host if Stanford beats Oregon State on the 10th? Only if ownership hadn't dragged its feet and the new Quakes stadium had already been built. Unfortunately, reality trumps fantasy every time.
Only if the Quakes want to lose and the fans on the lower deck don't want to see the field. That and the team isn't considering it. Which isn't surprising given the animosity between Wolff and the Giants owners.
The "animosity" between Wolff and the Giants didn't stop them having the game there earlier this year against Houston. Not saying I want it there, just pointing out that the "animosity" between Wolff and the Giants is likely not the reason the team isn't considering it.
Well I have faith in my Alma Mater (Univ of Oregon) will come through. The Ducks are doing big things & The Cardinal are just a speed bump for The Ducks. I will predict the Quakes will host the MLS Cup in Palo Alto.
