Yeah, maybe. But Galtieri was a drunk tool. Videla gets most of the 'credit' for the dirty war, and he's by far the bigger, more evil tyrant. As far as the invasion of the Malvinas, Galtieri can be the one held responsible, but I think it was a last ditch effort to stay in power by the hard liners in the military establishment, of which Galtieri was but the figurehead.

The exact role of Hirohito in Japan's 20th century atrocities is still highly debatable, so it's tough to classify him as an outright tyrant. The only real clear-cut Japanese tyrant (and unpicked, at that) was Toyotomi Hideyoshi.
I can't believe this guy wasn't selected. Even though he is another 20th century (over represented) tyrant, the amount of killing done in only 4 years of rule deserves mention.
