It does matter. If you have a young talent and transfer him to, say, the USA, you are back-setting his career by some seasons/years. And that's assuming he succeeds, success in football doesn't necessarily depend on talent. Imagine if you send a young player to Ukraine or another exotic place with a different language or culture. Portugal is a great place where to go.
