I don't think FIFA would feel embarrassment. They proved that by knowing full well that South Africa wasn't going to excel. FIFA cares about money with a hint of goodwill by holding the World Cup in a predominantly Muslim region of the world. Plus, Qatar still has 11 years to build up a passable World Cup squad. I predict that they'll get by Vietnam but not get past the next round. They are way better than Macau, who were absolutely garbage.
