For the first time in its history, CONCACAF will organize a new tournament. A tournament for kids : the 2013 CONCACAF Under-15 championship will be held in Cayman Islands. You and the Wikipedia page listed 4 groups of 6 (24 teams) but the Wikipedia page lists only 22 teams on the top and the box on the right says 22 teams so something is wrong.
This says 24. This says 22. I don't see the group breakdown anywhere on CONCACAF.com It appears that Curacao and Antigua are listed in the groups, but not in the list of teams.

I suspect it's also much harder for nations as geographically large and populous as Mexico, the United States and Canada to properly identify and gather for training players that are 15 and under. I know in Canada and the U.S. most players that young aren't even into pro academies yet, so you'd literally have to scout hundreds of thousands of players from thousands of teams.
Guys, this question was already answered 6 months ago. The US, Canada, Mexico, Panama, Cuba and Costa Rica (plus 6 South American teams) all played in an u15 tournament in Mexico at the same time.
