I am sure this has been discussed at length, but why is this done when the season is still going on? It couldn't wait til after MLS Cup like in the past? This seems really poorly thought out from the outside looking in.
Let's say you're an MLS player who may or may not have a job next year. If you get cut, you're going to need to find a new job, and a lot of leagues' transfer windows open on January 1. Other MLS teams start looking at their rosters about the same time, since training camps start up a few weeks later. Bearing in mind that you may need to give a month's notice before leaving your apartment, may need to move across the country or the world, etc....would you rather have three weeks before January 1 to talk to foreign and domestic clubs and set up trials? Or five weeks? The MLS "offseason," from the end of MLS cup to the opening of training camps, is essentially six weeks long. Giving these guys, who are not involved in MLS Cup, two extra weeks to try to get a new job in a new city, seems like the right thing to do.

Well, they're not in-season transactions for the teams not playing, are they? They're being announced now, so makes sense for any moves Dallas make now to be considered their off-season moves. Common sense, innit.
At this point it's just teams dropping dead weight. Nothing significant that KC and RSL are missing out on really
I am more thinking of the guys on the teams that are still playing or just got eliminated. But yeah, what if RSL or KC wanted any of these guys? It just seems weird to this now.
RSL and KC are last on the waiver order anyway. So if any other team wanted them, RSL and KC couldn't sign them anyway, and if RSL and KC did want to sign them, they could sign them just as well after they cleared waivers as during the "draft."
It's also not like the waiver draft is a huge deal, anyway. One or two pickups is par for the course. I can understand giving the benefit to relocating players rather than teams that still aren't finished with their post-season.

Presumably they could claim the players in the waiver draft, but couldn't add them to their rosters for MLS Cup since the 2013 roster freeze date has already passed.
This was confirmed prior to the waiver draft that they could claim them and keep them off the roster, without the need to release anyone else.
