I can only imagine Jose doesn't want to disrupt the left side of the pitch which is reasonably balanced but, as you say, it seems a bit bloody strange to put a fella at right back whose defensive qualities he hasn't seemed to have fancied for a while now. I mean, has Luiz EVER played at right back? Not for us AFAIK.
