...or maybe China turned them down too? But I'm pretty sure that CONMEBOL would pick a Latin team in CONCACAF to invite (i.e. a Central American side, since none of the Spanish-speaking Caribbean NTs are good enough) before calling Jamaica.

It seems that Conmebol authorities are in need of some pot. Otherwise, I don't understand that invitation, as for sure, they aren't going to bring money with them to the tournament.
And keep in mind: this will be a Jamaica B-team. As much as the guys on the Reggae Boyz Forum would like to send the stronger side to the Copa América (with reason: it is more prestigious and more challenging than the Gold Cup), the reality is that European clubs are only obligated to release players for Jamaica's own continental championship (see: Japan dropping out of the 2011 Copa for lack of European cooperation). Just like Mexico in 2007 (the u-23 thing in 2011 was just Chuck Blazer screwing with CONMEBOL), they'll have to use their "Euros" in the Gold Cup and set up a mostly MLS/local team for Chile. In the last Copa America Costa Rica & Mexico were forced by the CONCACAF to bring a U22 team along with some domestic league stars. 2007 Mexico did not have those restrictions and brought a pretty good team. I wonder if the CONCACAF is going to do the same this time around.
That was a middle finger from Chuck Blazer to CONMEBOL, simply put. If Mexico and Jamaica send B- or youth teams this time, it won't be because of a CONCACAF restriction. It will be because the Gold Cup and the Copa are taking place at the same time, and European clubs aren't obligated to release players for "guest teams" in the latter.
The Copa America does end 3 days before the Gold Cup, I wonder if the 2 CONCACAF teams would try to send players to both?
Hmm. If there are no age restrictions Mexico can still bring a strong domestic based squad to the Copa. Jamaica would probably have to bring a horrible domestic squad unless they fail to make it to the Gold Cup. In that case they could probably be allowed to bring many of their Euro based players and MLS players. So it could be better for the Copa America if Jamaica fails in the Caribbean tournament.

True. And it will supposedly be held during FIFA days so they SHOULD bring their best & win at home. Or at worst be favored in the UNCAF playoff. But you never know. They can still fail.
The sooner CONCACAF and CONMEBOL merge, the better. (Hopefully Copa America Centenario is a step in that direction.

I don't think so, but it sure would be a correct step to do so, although lots of ammendments should be placed in the administrative body of such a merged Confederation, in order to balance the regional powers within it (it doesn't seems logical to have so many small FA's, specially from the caribean, to control the destiny of the bigger and more traditional FA's).
