This is the first year they have done a U-15 group so I think they are starting small and working their way up.

Sounds like each place in a group (1st, 2nd, 3rd , 4th) goes on to their own knock out so that the teams can be ordered 1-16 when all is said and done.
It is a thing, just no news.
