Definitely circled February 12th on the calendar.

I'm very curious to see how he does... Fulham has been dire when I've watched them this season, I doubt he will help all that much to be honest but anything is possible.

He's available at 12:01 AM on the 31st is what I understand.

All depends on whether the Premier League, US Soccer and the FA offices are open that day,

If he can't be registered then he cannot play.

It'll be fine. This has been done for a few weeks so I'm sure everything is in place.

You are not understanding what I am saying. The agreement between Fulham and MLS/Sounders might have been done.

The paperwork cannot be registered until the transfer window opens. As it opens on January 1st and that isn't a working day it depends if the relevant offices are open.

I don't think you're understanding what I'm saying. The agreement has been done and most likely so has the paper work. It may not be a "working day", but it is for football clubs, seeing as many of them have games that day. The window also opens the 31st, which is a "working" day, so there is no reason he isn't available for selection right away. He's already been in training. I'm not trying to sound snippy here, so apologies if I do.

Seems pretty unlikely that their offices would be closed on the first day of the transfer window, because if no transfer can happen then what's the point of opening the window that day? They'd just take the day off and open the window on the 2nd.

The paperwork cannot be finalised until the transfer window opens. If the offices aren't open they cannot be finalised.

    http://www.premierleague.com/en-gb/fans/faqs/when-does-transfer-window-open-close.html

1 second after midnight on December 31st is January 1st.

    To be able to play:
    1) The transfer has to be registered with the League and the FA - Which it cannot until the transfer window opens.
    2) Fulham has to amend their squad list to make Dempsey eligible to play - Which it cannot until the transfer window opens.
    3) He has to receive his International Transfer Clearance - Which he cannot until the transfer window is open.

I an not sure what is so difficult to understand about this.

The FA and Premier League aren't known for their logic.

I don't think you understand, it's usual for loan/transfer deals to be delayed due to the actual process of registration, no matter if everything else has been ironed out beforehand.

Don't necessarily expect Dempsey to be registered in time for Fulham's first game of the new year.

It starts 1 second after midnight on the 30th, hence why the window opens on the 31st.

No it doesn't. I just showed you the damn regulations. Can you not read?

It will not be open the way you think on the 31st December. How much would you like to bet on this?

I'm guessing the confusion is over whether "commences at midnight on the 31st" means commences at the start of the 31st or the end of the 31st. I'll admit that I've never been totally clear on that either.
