He effectively points out it isn’t just that our Solyndra investment went belly up, but that government meddling in markets can actually have adverse impact on industries and innovations we deem desirable: "Who wants to put money in a solar company when a government puts a half a billion into one of its choice?" Romney asked, suggesting the Department of Energy loan could discourage entrepreneurs worried they would have to compete against the federal government. "They don't understand how the free economy works."
A comma is generally used for a pause between breaths. Generally, most Westerners do not pause between two laughs. It is most commonly a series of short staccato laughs strung together, such as "Ha ha!" where the second "ha" is emphasized. A comma is not necessary for this sentence and in fact confuses the reader. I'm disappointed. We were doing so well in the 2012 thread and now you've completely collapsed. Back to square one, I guess.

Yeah, good speech. Much like you, he is a failure. Romney used to be a proponent of government funding of clean energy technologies. His 2008 energy policy platform called for a "dramatic increase" in "federal spending on research, development, and demonstration projects that hold promise for diversifying our energy supply." Among those projects were "bringing clean energy technology to market through commercialization of large-scale renewables." He was comfortable with this platform for good reason. As governor of Massachusetts, Romney handed out loans to firms in emerging technology fields, some of which ended up (like Solyndra) going bankrupt.
