They are morons. Check out their glossary below the table. It says that 1-3 qualify for CL directly, and 4th goes to CL quals. They obviously have no idea that Italy has lost the 4th spot.
Julio Cesar just got a yellow card for the same foul Stekelenburg got reds on two different occasions.
