I love how team's sign away youth players from other teams (Chandler). Seems like it happens a lot in Germany but I could be wrong.
There is (and should be) a difference between U19 and U23 players. U19 players are school boys, they shouldn't change clubs for money and promises (if they're already at a top class academy). U23 is somehow our college level; they're of full age, and have to make some decisions. Most players stay at their clubs, but there might be good reasons to move. I know basically two good reasons: a) More convincing promises regarding a future first team career b) More money as a future Regionalliga squad player Depends on what a player thinks he could be.
Could you ask him if he follows the usmnt (like at the Gold cup)? Also, does he know any of the other YA in germany and are they friends?
