Unfortunately, you didn't link to the USA Today story, which got it exactly right: And from my recap in our post-game thread, this is what happened: In summary, this wasn't a "Columbus" problem. Had these drunk hooligan-wannabes walked into Barra Brava, Section 8, or the Red Patch Boys, the exact same thing would have happened.
Basically some shirtless assholes came into our section and starting talking a lot of shit and throwing beer on people when security stepped in and there was a lot of jawing back and forth and some punches thrown

O we did they were outnumbered too. It was crazy we all started chanting USA USA and a bunch of other Columbus songs and stuff there were probably 100 crew people, 20-50 West Ham and about 20 Columbus PD and Stadium Security

The main problem is not that Crew fans this and that, it's that the idiot West Ham fans invaded the supporters section and, oh my goodness, that started trouble. So, how exactly does this indicate that something needs to be done with Crew fans? It's not like Crew fans have been starting fights with innocent opponent fans who are just minding their own business... that would mean that something needs to be done.

It might make sense to demand action if this story was about thousands of Crew fans attacking hundreds of West Ham fans who were sitting across the stadium minding their own business. But West Ham fans invaded the Crew supporters section looking to cause trouble, and they got it. Not really something that calls for action against Crew fans.
