As a student of Soviet history (university major/focus), I felt those two guys were pansies. I thought about them both, but couldn't justify the selection.
No. But I gave an example of somebody who could only have been picked if the criteria was incompetence. I find it interesting that we did a draft to pick the worst tyrants of all time, and after the picks are done I actually lived much of my life as a victim of the tyranny of two of the selections. Based on this draft, fourteen years of my life were spent under the yoke of two of history's worst tyrants. It is a wonder that I am still alive, and of sound mind and body.
I think his successor did a lot more tyranny-wise (lots of new government departments, lots of new laws, tried to stack the Supreme Court, total control of the economy during war time...). I don't think Hoover did much as President. Some of his private dealings, maybe.
